the usual item for Medicines and Surgical Appliances is to

make provision of a reserve for war, with regard to which

I have already been in communication with you. The small

new item of $480 for a Government School at Tai Po

the

2nd. in the New Territories is justified by the present

size of that small market town which is the Government Head

-quarters in the Territories, by its probable rapid develop

-ment when provided with the improved communications con-

-templated for it and by the fact that its population is

one of British subjects tied to the locality by their fish-

-ing and agricultural avocations.

With regard to Extraordinary

Public Works, and dealing in the first instance with new

Buildings, I would add to the remarks made to the Legisla-

-tive Council that the preparation of plans for the new

Convict Prison ($40,000) has had to await the determination

of the exact line which will be followed by the Canton-

-Kowloon Railway, South of the Kowloon Hills, as the site

selected for the building was in the probable vicinity of

that line. A decision has now been come to and the plans

for the prison have been put in hand.

The
